Ok so my morning was going pretty well untill I saw a dog die of dehydration. The guy who's dog it was said he (the dog) had cancer but he was also seemed to be handicapped which is NOT to say that a handicapped person can't take care of a dog as well or better than I can but in this particular case the guy was clearly not in touch with what was going on with his dog and at one point apearred to be dragging his passed out dog behind his motor-vehicle thing.
